REDESIGN SCHOOLING FOR MEXICO AND L. A.?

In the month of November 1999, just a few days before the change of century and millennium, a colloquium on “Globalization, Biodiversity and Cultural Heritage” took place at the National Museum of Anthropology –part of the National Institute History and Anthropology- in Mexico City. Invited to participate in that event we presented an
essay regarding the role of school and schooling in Latinamerican countries like Mexico; the author presently wants to share his views with the readers of this page because the central idea under the essay has not lost momentum, on the contrary, its been increased…
The natural and cultural legacy inherited from our ancestors must be –once more- protected from the history lacking -amnesic- “free enterprise” wave that confronts them. Opposed to the pounding on our legacy in the form of more environmental damage, more “competitiveness” – market openness- to the transborder cultural industry or the reduction of our native Amerindian´s folklore to the elementary role of “Mexican curious”, it is imperative to erect a barrier with the arms of knowledge, the intellect and live historical memory. We assume society shall contribute not only passively to the preservation of the natural and cultural heritage, but actively to the rescue, conservation and fostering of the national pride, social motor so diminished in our days; we have no doubt it shall also result in a better quality of life and material and spiritual wellbeign of our nation.
We don’t want to be engulfed by the waves of globalized cultural waste and environmental damage that is invading our subcontinent, so called “The Americas” (why don´t the USA speaks of “The Europes”, “The Asias” or “The Africas ?). We don´t want that the enormous scientific-technological gap that separates our nations from the rich countries, keeps widening. It is evident that the sustainability of some poor countries as independent entities is crumbling. In matters of information and education the undergoing change taking place every day is dramatic and requires continuous revision of plans and actions. Who educates more and better: the film, the DVD-video and cheap-popular literature or the schools? A teacher that earns 10 dllrs an hour in a student crowded room, lacking facilities and far from home? Or video-songs from MTV, the PALM, or POD with productions of 100,000 dollars an hour of production straight to the users brain? What sector satisfies most the quest for knowledge in the mexican youngsters: a local science that expends only 0.3% of GNP or a musical production “Made in Miami” or any European “Mecca” with ten times more expenditure?
“The questions in the coming years regarding WHAT IS GOING TO HAPPEN WITH the Latinamerican cultures has more to do with archeological sites and museums, with historical districts and famous works of art, but more than that with books and video, with the possibility to keep up and expand music and film industries that REPRESENT US and ,of course, with the formation of consumers, that does not mean clients but readers, fans of films, music and users of the internet. It is in these mediatic scenarios, along with the school, where presently takes place the formation of new citizens”…has recently said Nestor García Canclini, in a provocative essay, that we integrate to our text due to its pertinence.

¿ REDISEÑAR LA ESCOLARIZACION EN LATINOAMERICA?


En el mes de noviembre de 1999, justo días antes del cambio de siglo y milenio, tuvo lugar en el notable Museo Nacional de Antropología de México –parte del Instituto Nacional de Antropología e Historia, INAH- un “coloquio” que se llamó “Globalización, Biodiversidad y Patrimonio Cultural”; nuestra participación en dicho evento, llevó a este autor a una reflexión sobre el papel de “la escuela” y la escolarización en el marco de lo señalado. Hoy quiero compartir con los lectores de este sitio web y blog dicha reflexión, que no ha perdido vigencia; la ha incrementado…

El legado natural y cultural heredado de nuestros ancestros debe ser hoy –una vez más-
amparado de la ola privatizadora y amnésica que le confronta. Frente a los embates al patrimonio de nuestros pueblos en forma de más daño natural, mayor apertura a la industria cultural transfronteriza o la reducción del papel del indígena a simple “mexican curios”, es imperativo formar una valla con las armas del intelecto, del conocimiento y de la memoria viva. Esperamos que la sociedad contribuya no solo pasivamente a conservar lo natural y lo cultural, sino activamente a su rescate, protección y enriquecimiento en aras de un orgullo nacional, hoy tan disminuido, que debería ser el motor de la nación; debe repercutir también, que duda cabe, en mayor calidad de vida y bienestar físico y espiritual de nuestra nación.

No queremos vernos engullidos por la marejada de basura cultural globalizada y el deterioro ambiental que invade nuestro subcontinente, “Las Américas” (¿porqué no se habla de “las Europas”, “las Asias” o “Las Africas”?); tampoco queremos se profundice mas la enorme brecha científico-tecnológica que nos separa de los países ricos. Es evidente que se desmorona ya la sustentabilidad de algunas naciones pobres como entidades independientes. En materia de información y educación, la mutación que se vive cada día es espectacular y requiere una revisión continua de planes y acciones. ¿Quién educa mas y mejor: el cine, el video y la historieta panfletaria o la escuela? ¿Un profesor de a 10 dólares la hora de clase en un salón abarrotado, sin servicios y lejos de casa? o ¿una TV novela o “videorrola” de a 100,000 dólares la hora de producción directa al cerebro del usuario? ¿Qué sector satisface mas los intereses de conocimiento en el joven mexicano: una ciencia local que solo invierte el 0.3 % del PIB o una producción musical, “made in Miami” o cualquier “Meca” europea, con diez veces mas inversión ?

“Las preguntas de los próximos años SOBRE LO QUE VA A OCURRIR CON las culturas latinoamericanas tienen que ver con los sitios arqueológicos y los museos, los barrios históricos y las obras magnas del arte, pero mas aún con los libros y videos, con la posibilidad de mantener y expandir industrias musicales y cinematográficas QUE NOS REPRESENTEN y, por supuesto, con la formación de consumidores –que no significa clientes- sino lectores, cinéfilos, melómanos y usuarios de internet. En estos escenarios mediáticos se forman hoy, JUNTO A LA ESCUELA, los nuevos ciudadanos”, nos ha señalado recientemente Néstor García Canclini en un provocador comentario, que nosotros sumamos a nuestra reflexión por su pertinencia.
